This has been a controversial move by the Department of Health Secretary Paulyn Ubial which ordered the distribution of condoms in schools to stop the spread of HIV.

Project Red Ribbon had heard conflicting sides to this move, however, the Foundation would like to reiterate that strong awareness and prevention campaigns are necessary and massive education campaigns, including the inclusion of HIV and AIDS in the current curriculum is the still most effective way. Making it readily available everywhere should be instituted and promotion of the importance of its use in mass media should be implemented. We should encourage more advertisers of condoms and lubricants to keep on promoting them in mass media, in magazines and newspapers and even in television and show solidarity so that we can finally arrest this growing HIV epidemic in the country.
