There is a high risk of transmission if the condom broke while having anal sex. With him kissing you with cracked lips, the risk is very low especially if you don't have an open wound.
For serodiscordant couples, it is always recommended for the non positive partner to get an HIV test every year just to make your sure. In your case, since there might be a possibility of transmission, you need to take the HIV test asap, then follow the 3 months and 6 months HIV test monitoring. It is best that when doing this, your partner comes with you so both of you can be counselled. You can also get a consultation with your partner's HIV doctor for proper counselling and guidance.
The World Health Organization (WHO) has already been recommending the use of ARV's for serodiscordant couples.
"Studies show that this can both keep the positive partner healthier for longer, and reduce the risk they will pass the virus to their loved one. This finding prompted WHO to issue new guidance on couples HIV testing and counselling in April 2012 – including antiretroviral therapy for treatment and prevention in serodiscordant couples."

In the Philippines, a new ARV guideline will soon be released and this will include this guidance.
